RSC2 is currently looking for a Program Manger Senior to join our growing team in Colorado Springs, Colorado!
Responsibilities:
- Develop, maintain, and update instructions, implementation guides, charters and standardized processes in accordance with the latest regulations and directives
- Only use approved software tools and standard Commercial-off-the-shelf (COTS) software, unless otherwise approved.
- Review documents for consistency with policies and procedures, report discrepancies, findings, and recommendations.
- Attend and add value to meetings, generate meeting materials, and archive data as necessary.
- Provide on-the-job training to personnel as needed. Develop or update training materials.
- Prepare and complete acquisition related documents and submit recommendations for streamlining and improving all phases of the acquisition process.
- Prepare and review reports, papers, and briefings and staff packages through all appropriate offices until completion.
- Provide detailed analysis, quantifiable supporting documentation, and thorough justification for all research, reviews and assessments performed and include corrective action plans and recommendations.
- Provide information, analysis, and recommendations for the effective alignment of portfolio acquisitions, manpower and funding to the directorate for management and integration of the portfolio.
- Maintain, update, and analyze acquisition forecast to ensure current and consistent content and identify any disconnects and discrepancies.
- Support market research. Collect, analyze, store and distribute “lessons learned” to promote increased efficiencies, timelines and effectiveness.
- Support strategic planning efforts by providing engineering, technical, architecture and acquisition support to decisions and how the decision impacts the vision, mission, goals, commitments and initiatives.
- Perform duties related to strategic communications, analyzing, and reviewing to ensure information is accurate and clear.
- Provide expertise in the execution of routine business operations.
- Extract program specific information, assessments, analysis and reviews enabling program and technical acquisition artifacts to be integrated at the enterprise level.
- Use integrated master schedule to facilitate management of cost, schedule and technical performance.
- Provide detailed analysis, quantifiable supporting documentation, and thorough justification for all research, reviews, and assessments performed and include corrective action plans and recommendations.
- Provide reports and briefs on how to implement policies, conduct independent program assessments, and conduct risk assessments for the portfolio.
- Analyze phases of planning, programming, budgeting, and execution process of all applicable programs and provide recommendations.
- Maintain processes for accurately responding to activities in accordance with official directives, regulations, and guidance.
- Provide expertise for budgets, foreign sales funding, and international partner agreements.
- Support the development of memorandums, reviews, forums, and other budget execution activities.
- Effectively receive, document, generate, distribute, track and close tasks at the directorate level to the maximum extent possible.
- Schedule and distribute recurring tasks and program-related materials, review and evaluate tracking and tasking processes.
- Provide communications and media support.
- Act as liaison between auditors and program personnel, including external agencies and program offices.
- Ensure program office responses and audit deliverables are staffed in accordance with processes and policies.
- Document activity results.
- Responsible for Information Management to include but not limited to developing, facilitating, updating and/or coordinating briefings, tasks, reports, media queries, public releases and special projects supporting paragraphs.
- Coordinate with personnel and track the status and report metrics for all management tasks, action items, suspense, and responses at a minimum from receipt through closure with the originator.
- Schedule and distribute recurring tasks and program-related materials, review and evaluate tracking and tasking processes of the organizations.
- Review responses to all taskers and efficiently staff responses for approval, distribution and closure.
- Work with appropriate representatives to assess, develop, evaluate, and consolidate responses for answering technical and programmatic inquiries. Ensure responses are approved by appropriate office.
- Provide substantive research, analysis and reporting of pertinent topics to support requirements for situational awareness and in-depth understanding of issues.
- Provide expertise in the development of strategic long-range planning.
- Maintain continuity of key acquisition documents supporting policy, program milestones and strategy decisions. Prepare materials for reviews prior to events and provide additional research as required.
- Perform communication activities, including researching and drafting communication materials, ensuring informational accuracy and clarity.
- Review, coordinate and process program information suitable for public release to industry, media, trade publications, international partners, and other program stakeholders.
- Provide coordination for visits between visitors and organizations.
- Provide foreign military sales support to include customer requirements definition, case development, procurement of equipment, security devices and services, delivery reporting, financial reconciliation and case closure.
- Establish and maintain a case folder for each case assigned.
- Manage organizational assets, equipment accountability, inventories, and IT user access
- Oversee office operations, facilities coordination, and administrative support functions
- Coordinate meetings, interviews, communications, and task tracking
- Administer personnel and manpower processes, including onboarding, records, performance, promotions, and awards
- Track personnel readiness, training, deployments, and professional development
- Maintain official records, databases, and serve as records manager and custodian
- Coordinate with internal and external stakeholders to meet organizational requirements
- Oversee actions for supported offices, serve as a knowledgeable point of contact for all matters related to assigned areas of responsibility.
- Primary focal point for interface and coordination; provide technical guidance and consultation assistance to managers and employees regarding all areas of the human resource, personnel, and administrative processes.
- Manage the supported calendar of events to include business meetings, office business rhythm, organizational calendar management, and the synchronization of supported activities via Microsoft Office Suite.

Salary at RSC2 is determined by various factors including but not limited to location, the particular combination of education, knowledge, skills, competencies, and experience as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $107,314 - $271,181 (annualized USD). The estimate displayed represents the typical total compensation range for this position. This position is contingent upon contract award and government funding.
