RSC2 is currently looking for a Program Manager to join our growing team in Fort Meade, Maryland!
Responsibilities:
- Manage and execute programs in accordance with appropriate statutes, regulations, policies, and instructions governing program management.
- Ensure the optimum mix of cost, schedule, performance, and system supportability throughout the life cycle (design, development, testing and evaluation, production and disposition) of the program.
- Maintain all overall authority for all program decisions affecting cost, schedule, or performance baselines, and maintain and submit appropriate reports through acquisition authorities to the Milestone Decision Authority (MDA).
- Coordinate/facilitate appropriate program requirements, solutions, and implementation activities with business/acquisition, technical leads, and stakeholders.
- Ensure the timely recruitment and training of program staff – both direct and indirect.
- Review all financial and technical reports before release.
- Ensure cross-discipline integration with the contract to meet customer needs.
- Communicate issues and solutions to the higher-level Program Manager in a timely and transparent manner.
- Ensure compliance with all regulatory and administrative requirements imposed by the contract in coordination with the Contractor’s contracts staff.
- Assist the higher-level PM by providing input to statutory acquisition reports and responses to Congressional Questions for the Record (QFRs).
- Coordinate the preparation of Engineering Change Proposals (ECPs) and value engineering proposals to the higher-level PM.
- Provide Contractor input to the Quality Assurance Surveillance Plan reviews or Award Fee reviews, as appropriate.
- Work with the higher-level program manager, if applicable, to provide effective and efficient management of the contractor’s effort.
- Allocate resources (staffing, facilities, and budgets) on the contract.
- Review and propose the Integrated Program Baseline (or resource loaded schedule) to the appropriate personnel.
- Review and approve all earned value, Estimate to Complete, Funds and Man-hour Expenditure Report, or other financial reports as appropriate.
- Review risk and risk mitigation activities and allocate budgets for the same.
- Prepare program status reviews and other formal reviews to be presented to the higher-level Program Manager.
- Review and allocate management reserve within contractual limits.
Qualifications/Requirements:
- TS/SCI with Full-Scope Poly
- Education: Bachelor’s degree in business or technical field
- Experience: 6 years of relevant experience. Relevant experience must be in business or program management

Salary at RSC2 is determined by various factors including but not limited to location, the particular combination of education, knowledge, skills, competencies, and experience as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $110,789 to $266,929 (annualized USD). The estimate displayed represents the typical total compensation range for this position. This position is contingent upon contract award and government funding.
