As an emerging large business, RSC2 is seeking a Jr Proposal Managerand Writer to create compliant, detailed, accurate, compelling, and clear written proposals as an essential element of our opportunity capture strategy. The ideal candidate will have a bachelor’s degree and 1-2 years of progressive experience in various areas of relevant writing and management experience. The individual will be extremely comfortable working as the “go-to” person in leading and administering the entire proposal process for assigned opportunities. A background demonstrating small group leadership and management; project planning, organizing, and tasking; strong written and oral communication skills; and analytical skills is critical to this position. Experience in the conventional duties of proposal management (analyzing and writing RFI/RFP responses, managing schedules, etc.) is an advantage, though not required. This position requires operating at a strategic level with senior business leadership, coordinating the capture strategy with the RFI/RFP response. The Jr Proposal Manager is a critical role at RSC2, requiring strong time management skills. The Jr Proposal Manager will be responsible for multiple projects at the same time and will need to prioritize and coordinate activities based on importance, timelines, and other contributors’ schedules. Many RFI/RFPs include last-minute requirements, which may require off-hours work to meet established deadlines. RESPONSIBILITIES
Work in tandem with the Proposal Team, Capture Leads, and other stakeholders in the planning, development, and completion of federal and DoD proposals.
Research and compose content for RFIs as a part of the coordinated capture/proposal preparation process.
Support strategy and solutioning sessions throughout the RFI/RFP process.
Develop proposal content from baseline information and write original content responsive to the RFP through research, interviews with subject matter experts, and understanding of our messaging and value proposition.
Interview subject matter experts and solution architects and craft findings into compliant, compelling, and relevant content for Government proposals.
Lead and/or participate in proposal meetings and reviews with internal and external stakeholders including teaming partners, senior company leaders, and subject matter experts.
Prepare clear and concise briefing materials for senior management.
Develop proposal outlines, compliance matrices, proposal schedules, and provide direction to leadership and cross-functional teams assigned to work proposal efforts.
Analyze proposal documents for quality; set and guide proposal review process; prepare documents for final delivery by performing rigorous quality assurance and compliance checks throughout the proposal process.
Leverage the entire Microsoft suite of applications to ensure proposals are compliant with presentation requirements and visually appealing.
Coordinate and manage color reviews and determining and executing recovery plans.
Manage and track multiple proposals, including solicitation amendments.
REQUIRED QUALIFICATIONS
Bachelor’s Degree
One to two (1-2) years of experience managing proposals for Federal and/or DoD customers or five (5+) years of professional experience in a relevant field (e.g., Education, Communications, Writing, Information Technology, Government Contracting, Marketing, Management) with demonstrated ability to write and format professional communications
Foundation in Shipley Proposal Development and Business Development methodology preferred
Experience developing prime proposals with teams of subcontractors preferred
Experience developing winning proposals for contract valued at $2M or greater is preferred
Active clearance preferred, must be a US Citizen to fit future clearance requirements.
