We are looking for a Program Manager to join our growing company! This position supports Department 40 and Command Front Office at Naval Surface Warfare Center, Philadelphia, PA. This position is a leading member of the organization and supports the RS3’s program and leadership. The Program Manager will serve as the Overall manager for the contractor effort who will serve as the Contractor's authorized point of contact with the Contracting Officer Representative, and is responsible for managing scope, budget, schedule, and performance of the Task Order. Provides direction, prioritization, coordination, and conflict resolution. Provides support for engagement coordination duties such as maintaining time reports; generating and reconciling invoices; preparing burn reports, cost estimates, contract modifications, project schedules, and other deliverables as needed and as required.  Serves as a member of various task management teams and applies a comprehensive and in-depth working knowledge of financial/business concepts and contract management practices.

Duties:
  • Organizes, plans, directs, staffs, and coordinates the overall program effort; manages contract and subcontract activities as the authorized interface with the Contracting Officer, Government management personnel, and customer agency representatives; ensures compliance with Federal rules and regulations.
  • Utilizes effective communications skills with all levels of management. Establishes and alters (as necessary) management structure to effectively direct contract support activities.
  • Meets and confers with technical personnel regarding the status of specific contractor activities and problems, issues, or conflicts requiring resolution.
  • Negotiates effectively binding decisions for the company.
  • Manges task and supervises personnel. Ensures that the team provides current information and information is accurate and directly related to subject matter.
  • Trains, mentors, and coaches personnel to ensure their knowledge, skills, and abilities are thorough and comprehensive.
  • Understands and applies knowledge of the principles and methodologies associated with program management, contractor management, and financial management.
  • Applies experience and knowledge in subcontractor management, quality assurance metrics and techniques, and configuration management tools.
  • Ensures team and contract documentation is accurate, and complete with valid and supportable justification for recommended results. Transactions are accurately entered within scheduled timeframes.
  • Ensures documents are professionally written, thorough, on schedule and represents valid information.
  • Verifies and validates Information is current, accurate and directly related to subject matter. Technical experts are thorough and knowledgeable.
  • Ensures documents are professionally written, IAW prevailing policy, on schedule and represent valid information.
  • Manages lines of effort to stay within schedules and quality of work meet or exceed acceptable quality level.
  • Provides recommendations for execution strategies is relevant and effective. Reports are accurate and complete.
  • Supports corporate growth, business development, and proposal efforts across Navy customers.
Requirements: 
  • Bachelor's Degree preferably in program management, engineering, systems management, business management, computer sciences, information management, or a related discipline from an accredited college/university.
  • Experience should include planning, direction and management of department level programs.
  • Desired experience includes the establishment and control of technical milestones, schedules, budgets and costs; functional knowledge of Navy Enterprise Resource Planning (ERP) and Defense Travel System (DTS).
  • Working knowledge of the Naval Sea System Command, Naval Surface Warfare Center, and Fleet organizations is desired. 
  • Must be a US Citizen
