Force Protection Systems Lead Program Analyst

We are looking for a Lead Program Analyst to join our growing company! This position supports the Product Manager Force Protection Systems (PM FPS) at Ft. Belvoir, VA. This position is a leading member of the organization and supports the RS3’s program and leadership. The Lead PA provides senior-level acquisition and program management support to the Government Program Officers overseeing multiple acquisition programs.  Provides technical and tactical program expertise on the DoD 5000 series acquisition directives.  Collaborates with external stakeholders regarding program requirements and identification of opportunities where PM FPS can develop future capabilities in response to evolving threats.  Advises PM FPS on new program initiation.  Prepares analytical and quantitative analyses and risk assessments, and assist in preparing and staffing critical acquisition documentation, reports, and briefings.  Identifies resources to ensure program success. Conducts technical program management, budgeting, scheduling, trade-off analysis, lifecycle costing, risk management, supportability, test and evaluation, and requirements development. Presentation and briefing skills to top level managers required. 

Duties: 

  • Prepares Simplified Acquisition Management Plans, Acquisition Strategies, Acquisition Plans, Acquisition Program Baselines, and Milestone Decision Review packages.  Documents shall be prepared IAW DoD policies and procedures for the RDT&E and procurement of material and shall be sufficiently complete, accurate, and timely to establish program goals, objectives, and milestones and support Milestone Decision Authority decisions.   

  • Provide expertise in the development of documents to include, but not limited to, Technology Readiness Levels documentation for hardware and software, Engineering Change Proposals, Program Baselines, Engineering Risk Assessments, and Technical Manuals. 

  • Utilizes effective communications skills with all levels of management. Establishes and alters (as necessary) management structure to effectively direct contract support activities. 

  • Applies experience and knowledge in subcontractor management, quality assurance metrics and techniques, and configuration management tools. 

  • Ensures documents are professionally written, thorough, on schedule and represents valid information. 

  • Verifies and validates Information is current, accurate and directly related to subject matter. Technical experts are thorough and knowledgeable. 

  • Execute continuous risk management to manage potential risks in order to ensure the cost, schedule, and performance objectives in the Acquisition Program Baseline (APB) are achieved within program funding 

  • Initiate, oversee, and manage Integrated Product Teams (IPT) to develop and implement future requirements resulting in effective contract strategies.   

  • Review and analyze the status of each PM FPS program, to include program documentation, acquisition phases, timing and scope of decision reviews, decision levels, and acquisition strategies, and make recommendations for tailoring an acquisition approach which best fits the conditions of that program.   

Requirements:  

  • Bachelor's Degree preferably in program management, engineering, systems management, business management, computer sciences, information management, or a related discipline from an accredited college/university and eight (8) years of general experience, four (4) as a practicing analyst responsible for a functional area of an acquisition program, and three (3) years of experience as the team leader of an acquisition project. 
  • Acquisition/Programmatic experience supporting PM FPS Programs of Record (PoR) and Quick Reaction Capabilites (QRC) programs/systems including Automated Installation Entry (AIE), Integrated Commercial Intrusion Detection System (ICIDS), Ground-Based Operational Surveillance System (Expeditionary) (G-BOSS(E)), Security Surveillance System (SSS), Base Expeditionary Targeting Surveillance Systems-Combined (BETSS-C), Entry Control Point (ECP), Non-Intrusive Inspection System (NIIS), Counter Vehicle Borne Improvised Explosive Device (C-VBIED), Integrated Base Defense-Kitting (IBD-K), or Rapid Deployment Integrated Surveillance System (RDISS).
  • Experienced in both R&D production and/or deployment phases of the acquisition process. 

  • Must possess managerial or supervisory experience sufficient to ensure positive direction of subordinates. 

  • DoD Secret Clearance is required.    

  • Must be a US Citizen
